The speed in which cyberspace evolves as well as the versatility of cyber-attacks leaves many governments and economic actors defenceless when it comes to facing one of the most serious challenges of the beginning of the 21st century.

Given the economic and technological leadership of the European Union and the United States, it is in their best interest to play a central role in the formulation of norms to rule cyberspace.
