Anne Weyembergh

Anne Weyembergh graduated in Law (ULB, 1993 - 1st Class Honours) ; she holds a Master Degree in Public and Administrative Law (ULB, 1994 - 1st Class Honours) and a Master Degree in International Law (ULB, 1995 - 1st Class Honours). She has completed a PhD in Law at the ULB (2003 – Alice Seghers Price). She is a full time Professor at the ULB (Institute for European Studies). Together with Serge de Biolley, she has founded and coordinates the European Criminal Law Academic Network (ECLAN). In addition she is the coordinator of the IEE-ULB team on European criminal law.

I-Research Activities

Her main research activities focus on EU criminal law (police cooperation and judicial cooperation in criminal matters) but concern also criminal law in other legal orders (national and international law) and European law more broadly, a particular attention being given to the area of freedom, security and justice. 

II-Teaching activities

As a Professor at the ULB, she is in charge of 5 courses, namely « EU criminal law» (with Gilles de Kerchove), « The area of freedom, security and justice», « International criminal law », « Substantive criminal law (« the special part »)», « Methodology of research and legal academic writing in criminal law » (with Francesca Galli). She has been invited as a guest lecturer in other Belgian and foreign Universities, such as the University of Luxembourg, the University of Geneva, the University of Catania, the University of Padua, the University of Leiden, the University of Macau, the University of Montréal, the University of Birzeit or at judicial training institutions (for instance Ecole Nationale de la Magistrature in France).

III-Main publications

Besides a monograph entitled L’harmonisation des législations : condition de l’espace pénal européen et révélateur de ses tensions (Brussels, éd. de l’Université de Bruxelles, 2004, 404 pp.) and a book published with Laurent Kennes (Droit pénal spécial, Limal, éd. Anthémis, Vol. 1, 394 pp.), Anne Weyembergh is the author of numerous scientific articles published in several reviews (especially Revue des affaires européennes, Revue trimestrielle des droits de l’homme, Journal de droit européen, New Journal of European Criminal Law, Revue de droit pénal et de criminologie, Cahiers de droit européen, Jurisclasseur, Revue internationale de droit pénal, European Journal of Law Reform, Common Market Law Review, Maastricht Journal of European and Comparative Law, Journal des tribunaux, Archives de politique criminelle, Revue belge de droit international, etc) or as contributions in collective books. She also co-edited a number of collective books. Among the most recent: EU Counter-Terrorism Offences: What Impact on National Legislation and Case-law? III-European Law Practice

From 2007 to 2012, Anne Weyembergh was Assesseur at the Belgian Conseil d’Etat, in charge of checking the conformity to EU law within the legislative section.
